Description

INTENT TO SOLE SOURCE

The Department of Veterans Affairs (VA) / Veterans Heath Administration (VHA) currently leases 9,381 ABOA / 9,700 rentable square feet (RSF) of clinic space at of 5171 Cub Lake Road, Suite C380, Show Low, AZ 85901-7850 under lease number VA258-R-0565 for the Show Low CBOC.

The requirement is for 9,381 ABOA / 9,700 square feet (RSF) of space for a term of 20 years, to commence on Jan 20, 2025. The estimated combined cost of this lease (shell rent and operations cost) is anticipated to be $63.83 per RSF per year fully serviced for an annual cost of $619,151.00 and a total contract value of $12,383,020.00 which includes a TI amount of $ 0.00.

41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through GSAR 570.402: Succeeding Leases. In accordance with GSAR 570.402, use of the sole source authority is appropriate where the lease contracting officer does not identify any potential acceptable locations through advertisement and market research, or it is determined that award to any other offeror would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

Per the requirements of GSAR 570.402, the VHA Lease Contracting Officer placed a sources sought/succeeding lease advertisement on the Contracting Opportunities domain of SAM.gov on 4/16/24 for 20 days. In addition, market research was conducted using CoStar with zero (0) properties identified.

The current lessors performance has been determined to be adequate during the previous contract period of 10 years and the building is in acceptable condition.
