Description

**THIS SPECIAL NOTICE IS STRICTLY FOR INFORMATIONAL USE. IT ALSO SERVES AS ADVANCE NOTICE THAT A FULL BROAD AGENCY ANNOUNCEMENT SHALL BE SOON FORTHCOMING**

The National Oceanic and Atmospheric Administration (NOAA) plans to explore technologies that allow for the measurement of atmospheric wind profiles (3D winds) from space. NOAA will be releasing a Broad Agency Announcement (BAA) to explore different technologies for measuring 3D winds. The BAA objectives are to explore the status of current 3D wind technologies, how they are projected to evolve in the near future, and their potential value to NOAA’s mission. The purpose of this BAA will be only to explore possibilities for a future state, and will not result in a mission itself at this time.

Through the BAA, NOAA will be requesting information on either or both of the following two objectives: 

  • Assess the capabilities of various technologies that currently exist to observe 3D winds, including airborne, stratospheric, or balloon-based demonstrations of active wind lidars, a combination of passive infrared and/or microwave sounders, and others.
  • Perform studies to provide concepts for different approaches to measuring 3D winds from space to meet NOAA performance needs.

NOAA’s expectation is to use the results of the demonstrations and studies to gain a deeper understanding of the strengths and weaknesses of the different technologies available to measure 3D winds, as well as how the characteristics of their measurements can be leveraged to meet NOAA performance needs. The results will also assist NOAA in developing recommendations on how to potentially include 3D wind requirements, and their implementation, in the next generation space architecture planning.  

The BAA will be posted on the federal contracts opportunities website SAM.GOV. In the BAA, NOAA will be asking for white papers submissions, which should not exceed 5 pages. The agency is planning to conduct an industry day to answer any questions related to the BAA. Depending on responses and the availability of funding, NOAA may award zero, one, or multiple study contracts, grants, or agency agreements as a result of this BAA.

The BAA will be open to all industry, Federally Funded Research and Development Centers (FFRDCs), Government Labs, and Academia. Universities, Institutions, and Small Businesses are encouraged to submit their own response, and/or to join other entities as team members in submitting responses to the BAA.
