Description
Combined Synopsis/Solicitation
The U.S. Department of Agriculture (USDA), National Agricultural Library (NAL) has the need to acquire an experienced and certified diversity and inclusion professional with experience working in libraires and with library staff members, including pulling data from the Integrated Library System (ILS) and reading and editing MARC 21 Format for Bibliographic Data records to align with Library of Congress Subject Headings. The professional will guide the planning and process of integrating several of the 2022-2026 USDA DEIA Strategic Plan priorities.
This is a combined synopsis/solicitation for commercial products and services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FAR part 12 (Acquisition of Commercial Products and Commercial Services), FAR part 13 (Simplified Acquisition Procedures) and FAR subpart 19.15 (Woman-Owned Small Business Program) apply.
The reference number for this acquisition is #1110443 and it is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-05 (effective 07 September 2023). Please prepare a quote; include the Business Name, Business POC (name, e-mail & phone number), Unique Entity Identifier (UEI), and CAGE code. Vendors must provide all information requested above for the submittal to be determined responsive.
Note: Vendors must be registered for business with the Federal Government in SAM.gov with an ACTIVE account at time of submittal for the response to be determined responsible. Also, vendors must be a Small Business Administration (SBA) Certified WOSB for the response to be determined responsible.

Vendors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its quote. If the vendor has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the quote.

EVALUATION: Government intends to make an award based upon the vendor quote that meets all skills (technical requirements), relevant experience listed in the Statement of Work (SOW) and price; award will be made according to best value determination. The quote should include a firm fixed price (FFP) format.
