Cooler Rotary Valves

AFTC/PZI (Arnold) located at Arnold AFB, TN intends to solicit and negotiate with only one source, Control Center, Inc. (CAGE: 0AVJ1), IAW FAR 19.1306 and as authorized by FA6.302-5(b)(5) under the authority at FAR 6.302-5(a)(2)(i), for the procurement of Cooler Rotary Valves meeting the technical requirements specified in, Attachment 1 – Specifications Requirements.pdf. As stipulated at FAR 6.302-5(b)(5), the authority at FAR 6.302(a)(2)(i) may be used for sole source awards under the HUBZone Act of 1997. NAICS code 332911, Industrial Valve Manufacturing, will be used to meet the subject requirement. Control Center, Inc. is a certified HUBZone’s small business as of March 12, 2024, under NAICS code 332911. As determined by the Contracting Officer, none of the exclusions at FAR 19.1304 apply, and,

1. There is no reasonable expectation, based on market research, that offers would be received from two or more HUBZone small business concerns;
2. The anticipated price of the contract will not exceed $7M under the manufacturing NAICS code 332911;
3. The requirement is not currently being performed by an 8(a) participated under the provisions of FAR Subpart 19.8 and has not been accepted as a requirement by the SBA under FAR Subpart 19.8;
4. The HUBZone small business concern (Control Center, Inc.) has been determined to be a responsible contractor with respect to performance and,
5. The award can be made at a fair and reasonable price.

This notice of intent is not a request for competitive quotes. The Government will consider all responses received electronically by 12:00 PM CT,  March 14, 2024. The information received may only be considered to determine whether to conduct a competitive procurement, and the Government reserves the right to request additional information. A determination by the Government to not compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
