Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is a combined synopsis/solicitation. Therefore it constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.
The Navajo Area Indian Health Services, Kayenta Health Center is requesting for a Contractor to provide the following disposal sensors and blood pressure cuffs on an ‘AS NEEDED BASIS’.
The Contractor shall provide the following items:
- (100 BOXES) 1859 - Masimo LNCS Single Patient SpO2 Sensor, LNCS- Adtx; 1.5 ft. length; 20 per box
- (80 BOXES) 2320 - Masimo SpO2 Sensor LNCS 3 foot cord, Infant; 20 per box
- (60 BOXES) M1860 - Masimo Oximeter Sensor LNCS 1.5 Foot Cord Finger Child; 20 per box
- (100 PACKS) YP-843T - Nihon Kohden NIBP Vinyl Disposable BP Cuff; Adult; 20 per pack
- (15 PACKS) YP-844T - Nihon Kohden iNIBP Vinyl Disposable BP Cuff; Large Adult; 20 per pack
- (4 PACKS) YP-840T - Nihon Khoden Vinyl Disposable BP Cuff; Infant; 20 per pack

This combined synopsis/solicitation will be in accordance to request for quotation (RFQ) utilizing FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This solicitation is issued as a FULL AND OPEN COMPETITION.

EVALUATION CRITERIA:
This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. The Government reserves the right to issue a firm-fixed price single award or multiple awards to the contractor(s) whose offer represents the Lowest Price Technically Acceptable (LPTA); award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.

(a) Definitions. As used in this clause –
Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.
(b)Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.
(c)The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.
(d)If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer’s written authorization with each payment request.
The Contractor is required to submit invoices in accordance with FAR Clause 52.212-4(g) uploading into www.ipp.gov.
