Description
The 14th Contracting Squadron, Columbus AFB, MS, intends to issue a solicitation for the for the operation and management of the Science and Technology Academies Reinforcing Basic Aviation and Space Exploration (STARBASE) program as a Non-Profit organization set-aside. The NAICS code applicable to this solicitation is 611710, Educational Support Services. A draft Performance Work Statement (PWS) is attached to this synopsis. This notice is not a request for quotes or proposals. The intent of this notice is to notify Industry of a Government requirement that may be posted in the near future under the Solicitation Number FA302224Q0001.
The solicitation will be posted on the System for Award Management website (https://www.sam.gov). There will be no paper copies of this solicitation available. All solicitation information may be obtained through the above referenced website. Interested parties should register online and subscribe to receive procurement announcements related to this solicitation by entering the website at https://www.sam.gov. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the SAM database. Register via the SAM website at (https://www.sam.gov). Contractors must also submit their representations and certifications via the SAM website. All prospective offerors interested in submitting a quote must have a Commercial and Government Entity Code (CAGE code).

This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Additionally, funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
