NOTICE OF INTENT TO AWARD SOLE SOURCE I. The Michael E. DeBakey Medical Center (MEDVAMC), intends to solicit and award a Sole Source, Firm-Fixed-Price, Blank Purchase Agreement (BPA) with a base year and four one year option periods to one Large Business (LB) source, Thermo Fisher Scientific. Located at 11450 Compaq Center Driver West, Suite 530, Houston, Texas 77070. The BPA will be for Overton Brooks VA Medical Center, 510 E. Stoner Ave, Shreveport, LA 71101. Thermo Fisher Scientific is Original Equipment Manufacturer (OEM) for the government equipment Genexus next-generation sequencing (NGS) and Genexus Purification System instrument qualification, operational qualification (IQOQ) in the Pathology & Laboratory Medicine Service. Contractor shall provide all consumables on an as needed basis for the facility to performed next generation sequencing (NGS) of formalin fixed paraffin embedded (FFPE) tissues, liquid biopsies for circulating tumor cells and hematological malignancy testing. The North American Industry Classification (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing III. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by FAR 6.302-1 and in accordance with FAR 13.106-1(b). The Government intends to award a Firm-Fixed-Price contract, in accordance with FAR 16.202-1. IV. The anticipated award date is August 1, 2022. The Government intends to award a Firm-Fixed-Price BPA. V. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. Interested contractors, in addition shall provide the following information as an attachment to your response: Interested parties shall submit clear evidence with an AUTHORIZATION LETTER from Thermo Fisher Scientific, authorizing sale and distribution of the consumables listed above. If interested parties propose the purchase of alternative consumables that are compatible to the government system, contractor shall demonstrate the ability to meet or exceed the consumables listed above without the government duplicating cost. Interested parties shall submit clear evidence of the capability to provide the supplies described in the attached draft SOW and as stated in section I of the notice. Interested parties shall communicate if you (Contractor) manufacture the product itself or a distributor of the requirement being procured above? Interested parties shall communicate if you (Contractor) supply a product manufactured by another domestic small business, if it is a nonmanufacturer? 6.
