Description

Cape Cod Canal, West Boat Basin – Mooring Piles & Dock Replacement  

The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the Mooring Piles and Dock Replacement project at the West Boat Basin located at the Cape Cod Canal, Bourne, Massachusetts. The NAICS code for the work described below is 237990 with a size standard of $45M. The project is planned to be issued in December 2023 and will be set aside for Small Businesses.  The period of performance will be approximately 365 days.   The estimated magnitude of this project is between $1,000,000 and $5,000,000.

Docks:

There are four dock structures within the West Boat Basin.  One of the docks shall be demolished and replaced while the other three docks shall be repaired.

Dock 1, both the timber and steel docks, shall be demolished in its entirety except for the existing timber piles, which shall remain in place and shall be reused for the construction of a new dock at this location.  The new dock structure shall include new lumber, new fiberglass reinforced grate walking surfaces, new connectors, and other new items as necessary.  This dock requires the removal and replacement of the existing power pedestal, light pole, and tide gauge.  In addition to providing this new dock, a new adjacent pre-engineered floating dock with connecting gangway shall be installed.  On the

landside, the existing concrete sidewalk that abuts the dock shall be removed and replaced.  Similarly, the electrical handhole and 75-feet of electrical conduit attached to the underside of this dock shall be replaced.

The other three docks (Docks 2, 3, and 4) require repair work to the adjacent concrete sidewalks, and replacement of the existing stairs, handrails, electrical power pedestals, and light fixtures.  Option bid items may include replacement of the floating docks on these three docks.

Mooring Piles:

There are 16 steel pile mooring dolphins within the West Boat Basin. Five of these 16 dolphins, cluster H-Piles at approximate pile lengths of 80 feet and located adjacent to Dock #1, shall be removed in their

entirety.  These five are as follows:

1.  Dolphin Pile “L” - 21 H-Piles

2.  Dolphin Pile “M” - 7 H-Piles

3.  Dolphin Pile “N” - 5 H-Piles

4.  Dolphin Pile “O” - 5 H-Piles

5.  Dolphin Pile “P” - 3 H-Piles

Three of these 16 dolphins, cluster H-Piles at approximate pile lengths of 80 feet and located adjacent to Dock #4, shall be removed two feet below the mudline and replaced with one 60-inch diameter steel pipe pile and two 48-inch diameter steel pipe piles.  These three are as follows:

1.  Dolphin Pile “A” - 21 H-Piles (replace with 60-inch diameter steel pipe pile)

2.  Dolphin Pile “B” - 7 H-Piles (replace with 48-inch diameter steel pipe pile)

3.  Dolphin Pile “C” - 3 H-Piles (replace with 48-inch diameter steel pipe pile)

There are no time of year restrictions for in-water work for this project. However, if pile driving is occurring, the noise is anticipated to be above the behavioral noise threshold for ESA-listed species that may be present in the West Boat Basin. A “soft start” shall be required to allow animals an opportunity to leave the project vicinity before sound pressure levels increase. In addition to using a soft start at the beginning of the workday for pile driving, one must also be used at any time following cessation of pile driving for a period of 30 minutes or longer.

This is not a request for proposals at this time; the solicitation requirements and contract documents which will include instructions for submission and the response date will be available on or about December 2023.
