Notice of Intent to Award Sole Source

DLA Distribution Susquehanna, PA (DDSP) intends to award a continuation purchase order for a twelve (12) month period of performance, with a one-year option period. DDSP intends to solicit only one source under the authority of FAR 13.601-1(b)(1) “Soliciting from a single source”. DDSP has a requirement for rental services of two (2) each Refrigerated trailers and two (2) each Freezer trailers to support the Department of Defense’s continued support of the current SARS-CoV-2 (COVID-19) global pandemic. DDSP requires the use of non-organic specialized storage units to meet the stringent temperature storage requirements of vaccine products to ensure product remains in a viable ready to use state for the end customer.

Specifications:  Trailers must be tandem axle semitrailer enclosed “box van” self-contained refrigerated with removable insulation bulkheads; maximum length 53 ft., 102 inches wide, and a minimum outside height of 156 inches, with a maximum load capability of 40,000 lbs..

Refrigeration capability: Refrigerated trailers must be able to reach and maintain temperature of minus 6 (-6) degrees Fahrenheit regardless of outside temperature. Freezer trailers must be able to reach and maintain a temperature of minus 30 (-30) degrees Celsius regardless of outside temperatures. Temperature Sensor/Alarm: Units must be capable of external display of the internal temperature with notification of out-of-range results and equipment faults. These notifications must be made remotely to select DDSP personnel by means of text message and/email.

Contractor must provide same day on-site refrigeration services, next day services for issues not related to the refrigeration unit, preventative maintenance, and any warranty services.

A&M COLD STORAGE, LLC is currently performing these services for DLA Distribution Susquehanna. Award to another source for this procurement would result in a substantial duplication of cost to the government that is not expected to be recovered through competition in addition to creating an unstable environment for the vaccines resulting from transition from old to new trailers. Vaccines are extremely sensitive to sheer/stress from excessive movement(s) and should be limited.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The NAICS for this effort is 532120 with a small business size standard of $41.5 million. PSC Code is W023.

This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website.

If no affirmative responses are received, a purchase order will be awarded to A&M Cold Storage, LLC.
