Description

12 Jan 23 - Offerors can submit an email to the CO in preperation of solicitation posting, Subject: “Letter of Intent 2023 NLFW.” In the body, include company name, UEI, name/email/phone number of individual with signature authority and primary point of contact, This information will be used to create an email notification list and drop box for each company.   Send email to matthew.morris@usda.gov

This is the DRAFT posting of the SOW. The first page has instructions on providing comments by 30 Sep 2022. EMAIL responses will not be considered. 

An Industry day is scheduled for 25 Oct 2022 at the Best Western Vista Inn At The Airport in Boise Idaho. Registration starts at 8:30 am (MST). The purpose of this engagement is to connect with industry as the Forest Service looks to modernize its acquisition strategy for Light Fixed Wing Services. Agency leadership, contracting officers, and program managers responsible for directing and administering LFW contracts will discuss the high-level strategy for acquiring LFW services beginning in calendar year 2023 and anticipated changes to future contracts.

Space for this event is limited and only two (2) participants per company will be able to be accommodated. The meeting will also be available using Teams. To receive a link to the Teams meeting and register to attend, please provide your company information, full email address and attendee’s name(s) if participating in person to tonya.rymer@usda.gov no later than 21 Oct 2022, noon (MST). 

The intent of this solicitation and any resultant contract is to obtain fixed-wing aircraft operated by qualified and proficient personnel and equipped to meet specifications contained herein. Aircraft and contract personnel will be used for the administration and protection of public lands. Relief personnel may be required to provide daily (7-days per week) coverage during the period of performance/mandatory availability period as specified in the task order.
The aircraft furnished may be used for special use missions supporting fire, project, resource, law enforcement, and point-to-point administrative flights. If the Contractor agrees to perform law enforcement flights, such agreement shall be in writing.
The government has interagency and cooperative agreements with federal and state agencies and private landholders. Aircraft under contract may be dispatched under these agreements for such use.
