Description

The Department of Labor (DOL) intends to award a sole source contract to Airlines Reporting Corporation (ARC). The statutory authority permitting the acquisition of this requirement is FAR Part 13.106-1 (b) - Soliciting from a single source.

The following is a synopsis and explanation for this requirement:

DOL Bureau of Labor Statistics (BLS) intends to purchase Traffic and Fare Analysis historic data. The base period of performance is anticipated to be September 1, 2022 to August 31, 2023. ARC provides data that has key components of the airline market which impacts the quality and accuracy of BLS’s published indexes.  ARC is the only company that can provide the specific routes and associated price data at a level of detail that is required for the Producer Price Indexes Air Passenger Services Price Indexes and the Consumer Price Indexes Airline Fares Indexes.

This is a sole source notice of intent published for informational purposes only, not a request for quotes or proposals. Therefore, no solicitation documents currently exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement, including price/cost information, by 11:59 am EDT July 29, 2022, that provides sufficient details for consideration by the Government, via e-mail transmittal, to liu.jason.2@dol.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
