Development and production of a loitering munition

The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to Raytheon Company (Raytheon) for final development and production of a loitering munition. This effort is estimated at $1.1B, to be awarded 2QFY2023. The contract period of performance will span approximately five years.

The resulting contract will be issued pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon is the only source that can meet the Navy’s requirement without causing unacceptable delays.

The intent of this notice is not to solicit competitive offers, or to request submission of competitive proposals. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This submission must be received before the closing date of this notice to the Government for consideration. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse administrative costs incurred to submit a response to this synopsis. All costs associated with responding to this synopsis are solely at the responding party’s expense.
