Description
This posting changes the notice type from pre-solicitation to solictiation. The solicitation was released on 20 Aug 2020 and uploaded to Opportunities. There are currently 100 Questions that are pending a response, and those responses are expected to be received by 11 Sep 2020. The close date will be adjusted upon publishing the first amendment to answer the questions. {Revision to prior 9 Sep 2020: Please note that the version of Appendix O that was uploaded on 9 Sep 2020 had a file name "Appendix O - Historical 3-year Record of Non-Gap Service Calls with tix Count -20191203" is different than the file contained in the presolicitation notice. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is soliciting proposals for the sustainment and modernization of Anti-Terrorism/Force Protection (AT/FP) systems and assets located at naval installations and joint-service installations, worldwide. This is an unrestricted acquisition. All responsible source may submit a proposal which shall be considered by the agency.
EXWC intends to award a single-award indefinite delivery indefinite quantity contract (IDIQ) with firm fixed price task orders. The IDIQ will have a base ordering period of 60 months, with an option for an additional 36-month ordering period, and an extension of services period not to exceed six months. The maximum value of orders that can be placed under this contract will be $600,000,000. The minimum guarantee is $50,000. The project award date is on or before 1 Mar 2021.
The Request For Proposal (RFP) will include the performance work statement and necessary attachments for offerors to propose on the sustainment of existing AT/FP systems and assets. EXWC intends to award this sustainment work as the first task order under the contract, and to have this fulfill the minimum guarantee. The sustainment task order will have a base year, and four option years with an extension of services period.
Separate task orders will be negotiated and awarded to the successful offeror for modernization and upgrades to the AT/FP systems and assets.
