Description

1. This is a combined synopsis/solicitation for Janitorial Services prepared in accordance with the format in

Subpart 12.6, as supplemented with additional information included in this notice. This announcement

constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is for a firm fixed‐price service contract. The period of performance is a base period

from DATE OF AWARD – 01/01/2023 and 4 (four) possible option years. Quoted prices shall include all

costs necessary to perform the work.

3. Simplified acquisition procedures will be used for this requirement per Federal Acquisition Regulation

(FAR) Part 13. This requirement is being offered as a Small Business Set-Aside in accordance with

Federal Acquisition Regulation (FAR) 52.219-6. In accordance with Agricultural Acquisition Regulation

(AGAR) 452.219-70 Size Standard and NAICS Code Information: The North American Industrial

Classification System Code(s) and business size standard(s) describing the products and/or services to be

acquired under this solicitation is: NAICS Code 561720 Janitorial Services, Size Standard $18 Mil.

4. Any questions pertaining to this Request for Quotes (RFQ) shall be directed to Cody Grey, by email

to: Cody.Grey@.usda.gov no later than 3 days before quotes are due.

5. ALL CONTRACTORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT

(SAM) PRIOR TO CONTRACT AWARD. Go to www.sam.gov to register. If already registered, please

make sure that your registration is up to date and that you have completed all FAR representations and

certifications.

6. You may email your Quote directly to Cody Grey before the time specified on the solicitation.

7. The U.S. Department of Agriculture is a tax exempt agency. (Exempt from State and Federal tax)

Tax ID Number: 41-0696271. Tax exempt# 4700.

8. Evaluations will be conducted under Simplified Acquisition Procedures (FAR Part 13) with award based

on best value (See provision 52.212‐2 for factors).

9. Interested vendors must submit all requested information to be considered for award (See Provision

52.212‐2 at the end of this document for complete information). Quoted price shall include all costs

necessary to perform the work. Quoters are responsible for ensuring completeness of quotations. The

Government may evaluate solely on the information provided in the quotation. Quotations that include

additional terms may be excluded from consideration. Alternate Pricing Schedules will not be

considered. Quotations must include a price for all items in the solicitation to be eligible for award. The

Government will evaluate offers for award purposes by adding the total price for the options to the total

price for the basic requirement. Evaluation of the option(s) will not obligate the Government to exercise

the option(s).

10. This solicitation is issued as a 100% small business set‐aside.
