DRAFT SOLICITATION AND SPECIFICATIONS, RIO DE LA PLATA FLOOD CONTROL PROJECT, SUPPLEMENTAL CONTRACT 1, DORADO AND TOA BAJA, PUERTO RICO

The U.S. Army Corps of Engineers, Task Force Virgin Islands/Puerto Rico (VIPR) District, is issuing this draft Solicitation for the Rio De La Plata Flood Control Project, Supplemental Contract 1, Dorado and Toa Baja, Puerto Rico. This is only a DRAFT Solicitation No. W51DQV-24-R-0005.

Project Description: The Rio de la Plata Flood Control Project is a multiple contract effort to protect communities of the municipalities of Toa Baja and Dorado from frequent flooding of the river. Supplemental Contract 1 work includes the construction of four (4) major features: East Levee, West Levee, Channel widening with slope and scour protection, and four culvert structures (3A, 6A, 7 and 11); and several minor features to manage interior and exterior drainage such as culverts and drainage swales. This work also includes, but is not limited to, clearing and grubbing, temporary construction crossings material disposal areas, temporary traffic controls, demolition of abandoned structures, protection of cultural resource areas, surface and ground water control, utility relocations, and all incidental related work. All work impacting public roads, restricting public traffic, and related to utility relocations shall comply with PRHTA Standard Specificifications.

DO NOT SUBMIT A PROPOSAL in response to this DRAFT Solicitation. The purpose of this draft is to inform industry and to gather industry feedback prior to release of the final solicitation. All information received in response to this DRAFT Solicitation that is marked proprietary will be handled accordingly. The Government encourages comments/input from Industry regarding the requirements contained in this DRAFT solicitation.

In preparation for the formal solicitation, please see the Draft Request for Proposal (RFP), draft plans and specifications attached. Interested parties are highly encouraged to review the Draft documents and submit any questions via ProjNet.

We highly encourage interested parties to submit questions using ProjNet. Submitting questions early will provide additional time to answer your questions and respond prior to final solicitation.

Technical inquiries and questions relating to this DRAFT solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later Than (NLT) January 8, 2024 at 5:00 PM, AST. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team.

All timely questions and approved answers will be made available through ProjNet.

Specific Instructions for ProjNet Bid Inquiry Access from ProjNet home page:

4. Click Continue. A page will then open saying that a user account was not found and will ask you

to create one using the provided form.

5. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret

Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will

be used from this point on to access the ProjNet system.

6. Click Add User. Once this is completed you are now registered within ProjNet and are currently

logged into the system.

Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page:

1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your

Secret Question and Secret Answer to log in.

2. Identify the Agency. This should be marked as USACE.

3. Email. Enter the email address you used to register previously in ProjNet.

4. Key. Enter the Bidder Inquiry Key listed above.

5. Click Continue. A page will then open asking you to enter the answer to your Secret Question.

6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. Interested offerors shall provide feedback via the above website on this announcement NLT December 1, 2023 (5:00 p.m. Eastern Standard Time).
