Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with a format tailored in meeting FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested as a written solicitation WILL NOT be issued. The solicitation reference number is 2031JW24Q00007. The Department of Treasury, Office of the Comptroller of the Currency (OCC), Office of Acquisition Management (AQM), on behalf of the Supervision Risk & Analysis Division, is issuing a combined synopsis/solicitation to procure an electronic file and/or portal access to probability of default data. See the solicitation (i.e., request for quote (RFQ)), for details. THIS REQUIREMENT IS BEING SOLICITED UNRESTRICTED. The period of performance of the resulting contract shall be from December 15, 2023 through December 14, 2028, should all four 12-month option periods be exercised. The solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2023-05; effective September 22, 2023. All Quoters that provide a quotation package: 1) agrees to the terms and conditions identified within the solicitation (RFQ’s provisions and clauses); 2) must be capable of providing the technical services require and comply with the established security requirements; 3) quote a solution that is accessible via electronic file data and/or portal access; and 4) must be able to provide the probability of default data services for the specified performance period. Quoters that cannot provide the requirements and/or perform the services sought for the duration of the resulting performance period should not provide a quote.

The provisions at 52.212-1 with addendum, 52.212-2, 52.212-4 with addendum, and 52.212-5 applies to this acquisition, and are either incorporated by reference or in full-text in the attached RFQ. Questions Submission: Any questions regarding this solicitation shall be submitted to the OCC via email at Anethra.Facione@occ.treas.gov no later than 12:00 PM ET Tuesday, October 17, 2023. A response reply to questions will be provided timely. All responsible sources may submit a quote that, if timely received, shall be considered by the agency (OCC) for evaluating.
