M4 TORNADO Plus 26S - Super Light Element Micro XRF System

NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Contracting Division (AFLCMC/HNCK)  hereby gives notice of its intent to award a brand name firm-fixed-price purchase order as implemented by Federal Acquisition Regulation (FAR) 13.501(a)(i). The North American Industry Classification System (NAICS) Code is 334516 and the Size Standard is 1,000.

AFLCMC/HNCK intends to award a brand name purchase order for the requirement of one (1) each Bruker M4 Tornado Plus 26S Super Light Element Micro X-Ray Fluorescence (XRF) System to authorized distributor, Scientific Sales, Inc.

The Government intends to make an award by 11 August 2023.  No technical data/drawings/Technical Orders are available. 

This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

If a firm believes it is capable of meeting the Government’s requirement, it may identify its interest and capability to the Contract Specialist and/or Contracting Officer within five (5) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.  Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.  In addition, DAFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
