Description

Purpose:  This is a Sources Sought Synopsis/Request for Information (RFI) for Logistics support to service Logistics Material Control Activity (LMCA) for Air Force Research Laboratory, Logistics Support Division (AFRL/RWO), Eglin AFB, FL.  

Information Request to Industry:  The government requests that interested offerors that can fully support this requirement furnish the following information:

1.  Information should include a brief description of experience in providing the type of support described in this notice.  Please include any contract references relating to LMCA and HAZMAT support to include, contract number, agency supported, period of performance, original contract value, and a point of contact with current phone number/email address.  The information package must be clear, concise, and complete.  The government is under no obligation to provide feedback to offerors nor to contact an offeror for clarification of any information submitted in response to this cources sought/request for information.  

2.  Identification of business size and if your company is currently designated as a small business pursuant to the Federal Acquisition Regulation (FAR) Part 19 and currently listed in the System for Award Management (SAM).  Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at https://www.sba.gov/document/support-table-size-standards.  The potential North American Industry Classification System (NAICS) Code for this acquisition is 561210 - Facilities Support Services.

3.  INQUIRES:  This sources sought/request for information is not a commercial solicitation, and the government will not pay for any information submitted or for any costs associated with providing the information requrested herein.  All interested parties must have an active CAGE Code, as well as be registered in SAM to be eligible for any potential contract award.  inforamtion on registration and annual confirmation requirements may be obtained at https://sam.gov/content/home.

4.  Description of Services:  The contractor shall provide all personnel, equipment, tools, and materials, supervision, and other items and services necessary to perform the Logistics Materiel Control Activity (LMCA) function.  The LMCA is an AFMC specialized supply logistics program created to allow Research and Development organizations the flexibility and speed to acquire materials to support RDT&E mission.  Because Research, development, Test and Evaluation typically requires non AF-Standard items that are often used once as prototypes and often destroyed in testing, the LMCA is not a standard supply approach but one focused on responsiveness outside the Standard Base Supply system.  This effort may include the following functions:

LMCA Chief Function, Administration Function, Procedures and Training Function, Customer Support Function, Hazardous Materials, Equipment Control Functions, Material Handling Functions, Pickup and Delivery Services, Logistics Support Stocks Function, Administrative and Janitorial Store Function, Information Technology Asset Management Accountability, and Mail Pickup, Delivery, and Distribution.
