Description

The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for the procurement of INSPEC Database Subscription Services for the United States Naval Academy (USNA), under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Elsevier Inc.  The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13, using Simplified Acquisition Procedures. This announcement constitutes the only solicitation; and a written solicitation will not be issued.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2023- 04 and DFARS Change Notice 20230531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are available in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price contract under NAICS 513120.

The Nimitz Library at the U.S. Naval Academy is an academic library in support a patron population of approximately 4,520 midshipman, 600 faculty, and 3,000 other staff and military personnel. To meet the academic/educational mission requirements of the Naval Academy, the Nimitz Library purchases scholarly content in the form of scholarly journals and databases. This content is an integral part of the Library’s collections and services as curriculum and course development as well as midshipman and faculty research are dependent upon them.
