Description
This is a presolicitation notice for United States Transportation Command’s (USTRANSCOM) upcoming requirement to procure heavyweight delivery service.
The Contractor shall provide international and domestic commercial heavyweight door-to-door delivery service for the United States (U.S.) Department of Defense (DoD) and Cost Reimbursable Contractors. The prime contractor is required to provide door-to-door, time definite, pick-up and delivery transportation services, timely and accurate shipment tracking, government Third Party Payment System (TPPS) participation, customs clearance processing (if applicable), and shipment data reporting. All shipments MUST include an air segment. The contractor shall provide these services for international shipments over 300 lbs. and within the 48 contiguous states (CONUS) for shipments over 150 lbs. and over 300 lbs. for Alaska and Hawaii.
The period of performance will consist of a base period effective 1 October 2022 through 31 September 2032 with nine one-year option periods and an additional six-month option period to extend services, if necessary.
To receive an award under the GHS acquisition, the prime contractor will be required to participate in the Civil Reserve Air Fleet (CRAF) program and maintain CRAF status throughout the duration of the contract. A class Justification and Approval (J&A) document encompassing this program, which authorizes other than full and open competition, was approved on 22 October 2021. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
It is the Government’s intent to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts to provide flexibility of choice and service coverage.
