The Federal Aviation Administration is seeking proposals for the repair of security fencing located at CLA airport near MALSR RWY 10 (vicinity San Juan, PR).

The FAA intends to award one (1) Firm Fixed Price contract to the lowest price offeror otherwise eligible for award. The required performance time is 90 calendar days after award and notice to proceed. The estimated construction price range is $100,000.00 to $150,000.00.

OPEN AND UNRESTRICTED COMPETITION

This competitive solicitation process is open and unrestricted and not subject to set-aside of any kind. Offerors must have an active registration in System for Award Management (SAM.gov), possess no active exclusions to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. See Section L of this document attached for instructions to offerors. See Section M of this document to see how proposals will be evaluated. 

All documents attached to this announcement are considered by the FAA to be in final format at this time.

This is a competitive solicitation for a single Firm Fixed Price (FFP) contract award with the FAA. Offerors must respond to this announcement in accordance with Section L, which includes using the FAA’s provided documents in the attachments of this announcement for their response. Responses including non-FAA format documents that contain statements, assumptions, or conflicting terms and conditions with the SIR may not be able to be evaluated at face value in a fair and equal competition and, therefore, could be determined ineligible for award. Offerors are encouraged to closely review the instructions to offerors contained in Section L during the formulation of responses.   

PRE-BID SITE VISIT

A pre-bid site visit is currently scheduled for August 29rd, 2022 at 0900 (local). Requests to attend should be submitted via email to site visit POC identified in 3.2.2.3-63 SITE VISIT (CONSTRUCTION) (JUL 2004) in Section L of the SIR no later than August 26th at noon (local). Although not required, interested offerors are highly encouraged to attend the site visit opportunity being offered in this announcement.

Q&A

Questions about this announcement or any documents attached hereto must be received, via email, by the POC of this announcement no later than August 31st, 2022 at 1700 (Central). Questions received thereafter may, or may not, receive a response of any kind. Due to nature of this requirement, the FAA seeks to award a contract and begin work as soon as possible in order to resolve an existing security risk.
