STATEMENT OF WORK

BACKGROUND: Veterans Health Administration has a requirement to contract ADT Commercial Services for the monitoring and maintenance of mobile asset security systems.Â
STATEMENT OF NEED:Â VHA OEM has multiple mobile assets in which the security monitoring systems and the maintenance of these systems are being contracted through ADT Commercial and managed by FORTS USA. As such, there is a need to transfer these management capabilities from FORTS USA to OEM as these assets are housed and operated by OEM staff and require indefinite access to ADT software systems during asset movement or deployment. Additionally, OEM will need oversite capabilities regarding the coordination and notification from Fire and Police as these are currently being filtered through FORTS USA. The services requested for these assets will include remote access to system for test and activation functions, 24/7 system monitoring for intrusion, smoke, heat, water, and internal pressures, an extended service plan, and a signaling cell service for each of the listed units. The C&A requirements do not apply, a Security Accreditation Package is not required.
OBJECTIVES: The service provider shall deliver specific actions as described below within this Statement of Need (SON)Â
Remote Accessibility
Vendor shall provide a remote platform that offers the ability to place the system in various modes of operation for the testing and activation of the system. Additionally, the platform shall provide accessibility to troubleshooting/operating guides and direct lines of communication with vendor for technical support.
Monitoring
Vendor shall provide continuous monitoring for various critical conditions to include, smoke, heat, water, internal pressurization, and intrusion. Additionally, vendor shall coordinate with local fire and police for the integration of various alarms into dispatching centers ensuring that proper authorities are dispatched in the event of a deployment or movement of an asset.
Service Plan
Vendor shall provide a service plan that encompasses quarterly equipment maintenance, activation/deactivation of equipment based on organizational needs, and cellular service capabilities for each asset.

Asset maintenance and service during deployment
During deployment of the medical units, ADT will provide on-ground support and testing of alarms and notification features before initial patient occupancy.
Invoicing
ADT will provide invoices per the monthly schedule via Tungsten Network.
