NOTICE OF INTENT TO AWARD

Renewable Energy Certificates

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.201, Synopses of Proposed Contract Actions. The contracting office for this notice is the 772 Enterprise Sourcing Squadron/PKD, Tyndall AFB, FL 32403. 

In accordance with FAR 16.703, the 772 ESS intends to issue a competitive order from the Defense Logistics Agency (DLA) Basic Ordering Agreement (SP0604-22-R-0417) for the purchase of Renewable Energy Certificates for various locations in the Continental United States (CONUS) in support of meeting the requirements in accordance with 42 U.S.C. § 15852(a) as amended by EPAct § 203; and the Energy Act of 2020 §§ 3002(o), 3006(b)(2) of December 27, 2020, 134 Stat. 2497, 2512.a. The order shall comply with the terms & conditions under the DLA basic ordering agreement. The NAICS code for this requirement is 221115. The size standard as defined by the U.S. Small Business Administration is 1,150 employees. This notice incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2023-04 effective 2 June 2023. The anticipated award date is unknown.

This notice of intent to award is not a request for competitive quotations. No solicitation or request for quote will be forthcoming. Any information submitted in response to this notice shall be furnished at no cost or obligation to the Government.  Responses must be in writing. Verbal responses are not acceptable and will not be considered.
