Description

The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.106-1(b) to obtain tobacco cessation text messaging services at the New York Harbor VAMC. Period of performance: 10/01/2022 through 06/30/2023 Basic description of the requirement: The government requires the continuation of a tobacco cessation text messaging service for veteran participants in the VA NY Harbor. This service is provided through a mobile SMS text message-based Tobacco Cessation Intervention Program and aided by a health messaging platform, web site(s) and program materials. The objectives of this opt-in Tobacco Cessation project are: To compare the effectiveness of an opt-out approach to an opt-in approach at helping patients quit smoking in primary care To compare the costs and benefits of an opt-out approach to an opt-in approach to smoking cessation in primary care To evaluate patient and staff factors affecting implementation of the opt-out and opt-in interventions in primary care. Agile Health, Inc stood up the text messaging program for VA NY Harbor in August of 2020 and has operated the program throughout its duration. Participants in the program are enrolled for 120 days and there are approximately 169 veterans currently enrolled. It would be in the best interest of the study and the participants to be able to continue the program with Agile Health, Inc. Using a different vendor would negatively impact the results of the study, likely causing discrepancies in data collection and study outcomes. Place of Performance: All services will be provided remotely since this vendor uses SMS text to engage with the Veterans. However, interested parties may identify their interest and capability to respond to this requirement by August 31, 2022, at 5:00PM Eastern Standard Time (EST). The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE Tobacco Cessation in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Chris Weider at christopher.weider@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
