This is a Pre-Solicitation Notice.
This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via the System for Award Managment (www.SAM.gov) in the near future.
This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The definitive RFQ due date and time will be stated in the solicitation and any associated amendments that may be issued.

The U.S. Army Corps of Engineers - St. Paul District intends to issue a solicitation in the near future for concrete repairs to multiple joints of the monolith lock wall on Lock & Dam No. 2, Hastings, Minnesota. Water seepage into the joints has become a problem. The contractor will vertically drill 4 inch wide holes in the monolith joints as prescribed, use expansive rope/grout sock to prevent material washouts, and pressure inject polyurethane resin to seal joints and prevent water seepage.
The estimated magnitude of construction for this project is between $25,000 and $100,000.
This project will be solicited as 100% set-aside for Small Business, under North American Industry Classification System (NAICS) code 238190, Other Foundation, Structure and Building Exterior Contractors. The Small Business Administration (SBA) size standard for this NAICS is $19,000,000.
In order for a contractor to conduct business with the Department of Defense, the firm must provide registration information to the System for Award Management (SAM). All Offerors must be fully registered in SAM prior to receiving an award, to include a current FAR & DFARS Representations & Certifications Report. Registration instructions may be obtained, and online registration may be accomplished, at www.sam.gov. Initial SAM registration requires verification of records with multiple Federal agencies, a process that can take several weeks or longer.
