This is a pre-solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. PURPOSE: VA intentions for a Pre-Solicitation notification; The Department of Veterans Affairs intends to award a single firm-fixed price contract for the purchase of TYM 574 Loader, Cab, Forks Purchase requirements are for a TYM T574 Tractor, Cab, loader, Forks and Loaded Turf tires or equal. Vendor will deliver completely assembled tractor ensuring lights, HVAC, and all systems properly functioning to the VA Togus Campus, at 1 VA Center, Augusta, ME., 04330 to any business Service Disabled/Veteran Owned Small Business eligible to provide supplies or services. The Veterans Construction Team, VCT requests the purchase of one skid-steer loader for the renovation of various VCT projects. 1.1 BACKGROUND The Dept. of Veterans Affairs Veterans Construction Team (VCT) provides unique training and rehabilitative opportunities to veterans within their program. VCT partners with various federal, state, and municipal agencies to conduct construction and renovation projects throughout New England to help provide these services to veterans. Purchases of materials and specialized equipment such as those outlined below are key to the satisfactory completion of these projects. 1.2 SCOPE The scope of this contract for a TYM T574 Tractor, Cab, loader, Forks and Loaded Turf tires or equal. Vendor will deliver completely assembled tractor ensuring lights, HVAC, and all systems properly functioning to the VA Togus Campus, at 1 VA Center, Augusta, ME., 04330. 1.3 OBJECTIVES The sole objective is to secure the acquisition of the equipment described below from a qualified vendor who has all means necessary to deliver the equipment of the type described, in a single delivery, within the stated period of performance and at a fair and reasonable cost to federal government. 2.0 REQUIREMENTS 2.1 TASKS Confirm, within twenty-four (24) hours of receipt of contract award, that the vendor can deliver the equipment to the site, VA Togus Campus, at 1 VA Center, Augusta, ME., 04330, within thirty (90) calendar days of date of contract award. Provide delivery of all equipment in new condition, complete and undamaged, to 1 VA Center, Augusta, ME., 04330during regular business hours, 0800-1400 Monday through Friday. Provide written manufacturer warranty for equipment. Provide a single copy of all product data and manuals for the equipment specified. Coordinate delivery with representative of Veterans Construction Team twenty-four (24) hours in advance of delivery. All materials must be included in a single delivery. Order must be complete, without backorders. Provide written confirmation of receipt at the time of delivery. No admittance shall be allowed without prior arrangement through the Veterans Construction Team. The vendor must contact the Veterans Construction Team, at least twenty-four (24) hours before delivery of materials so that arrangements for access to the facility can be made.
