Description

This Pre-solicitation Notice is for FY 22 PN: UHHZ172106 Advanced Battle Management Ops Facility, Robins AFB, GA. This acquisition will be unrestricted, an invitation for Bid, and will result in a Firm Fixed Price Contract Award.

Description/Scope:

Construct an Advanced Battle Management System wing operations and support facility utilizing conventional design and construction methods to accommodate the mission of the facility. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Exterior work includes all necessary exterior utilities, access pavements, fire protection, site work, and support. Special Construction Requirements: Entire facility will be a Secure Compartmentalized Information Facility (SCIF) designed and constructed in accordance with ICD 705; raised flooring; 180 rack server room; standby power generators; UPS; roll-up doors; utility lines/communication infrastructure. This facility includes AV and FF&E.

Period of Performance: 900 Calendar Days

In accordance with DFARS 236.204(ii), the magnitude of construction for this project is between $25,000,000 and $100,000,000.00

Evaluation Criteria: The contract will be solicited and procured via FAR Part 14, Sealed Bidding Procedures.

Notes: 

1. The Solicitation will be issued in electronic format only and is anticipated to be posted on or about 17-21 December 2021. Please note that the bid opening date will be specified in the Solicitation when issued. No additional media (CDROM, floppy disks, faxes, etc.) will be provided. Any prospective Offeror must register in the System for Award management (SAM) at www.sam.gov which is now all inclusive for also registering in order to obtain solicitation documents, plans and specifications for this solicitation. Contractors with an existing account should be able to use their existing logins to seach for the solicitation number once it is released here at www.sam.gov. It is the Offeror's responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.

2. This requirement contains a sole source portion for the AV CLIN. Reference Request for Information posted 02 December 2021 W912HN21STD01. The component is made by Cyviz and is a sole source requirement, not brand name. Contractors can prepare by locating subcontractors with experience with this brand. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

3. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
