Fleet Readiness Center Southeast (FRCSE) - Support Equipment Maintenance Follow-On

The purpose of this notice is to release the official solicitation for Fleet Readiness Center Southeast (FRCSE), Jacksonville FL. This requirement is in support of the mission(s) of the NAVAIR & COMFRC. The scope of this contract support the maintenance and upkeep of all Aviation Support Equipment (ASE) assigned to FRCSE to include Intermediate, Operational and Depot Level repairs.

The Government is soliciting competitive proposals to ultimately award this contract with Firm-Fixed Price (FFP) CLINs. This contract will cover a five (5) year ordering period. The award of the contract will be from COMFRC Procurement Group (UIC N68520) and will be awarded to one successful Offeror. 

It is the responsibility of the potential offerors to monitor SAM.gov for additional information as the direct method of communication with the Government.

Eligibility

This procurement is hereby solicited as a 100% small business 8(a) competitive set-aside under North American Industrial Classification System (NAICS) Code 488190 - Other Support Activities for Air Transportation.  The small business size standard is $35M.

Offerors may submit questions regarding this solicitation to finalize proposals via email to Tricia Ann Castillo - Contract Specialist – tricia.a.castillo2.civ@us.navy.mil with “FRCSE ASE MRO RFP Questions” in the subject line.  Each question or comment should reference the applicable document, page number, and paragraph number.  Offerors shall not include any proprietary information in a question, because the Government will provide the question and answer to all potential offerors.  All questions must be submitted no later than 4:00 PM Eastern on the Friday 14th, October 2022.  Questions received after the deadline above may be answered at the Government’s sole discretion.

The submission date for all volumes shall be no later than the date and time specified in Block 3 of SF33 of the RFP. Subparagraphs 4.1- 4.4 give more specific guidance and instructions on proposal submission. It is imperative to allow time for the DoD PIEE Registration process in order to submit timely proposals.
