Description

This is a sources-sought synopsis to determine the availability of potential sources capable of sustaining the ASN (FM and C) FMS Central Design Exchange (CDX) Application Programming Interface (API) environment and associated API capabilities for the Assistant Secretary of the Navy, Financial Management and Comptroller ASN (FM and C). The Office of Financial Systems (FMS). In support of FMS’s Systems Consolidation effort and to improve audit outcomes, FMS has created the Central Design Exchange environment to conduct reliable and secure data exchanges. All data exchanged between financial systems in the target end state will exchange data using an Application Programming Interface (API) - led approach. The proposed requirement is for FMS to continue procurement of items required to sustain its CDX API environment. FMS’ current API software is highly specific and written in a Mulesoft format. This requirement has historically been sole source to the brand name Mulesoft and competed amongst authorized Mulesoft resellers, most recently under contract N00189-21-P-Z305. Mulesoft is currently the only known company who can provide API software written in a format synonymous with FMS. The anticipated period of performance for this Firm-Fixed Price contract is 12 July 2024 through 11 July 2025 with two (2) one-year options. The North American Industry Classification (NAICS) code is 513210. Interested offerors possessing API software capable of linking up with current FMS API format are invited to respond to this sources-sought synopsis by providing their capability information via the submission of an executive summary, no more than one (1) page in length. The submission shall include the following information: (1) company name, address, point of contact with corresponding phone number and email address; and business size; and (2) relevant software information. All submissions are required to be submitted via email to Allison.m.Miller38.civ@us.navy.mil no later than 12:00pm (local time/Philadelphia, PA) on 11 June 2024.
