Description
The Contractor shall provide English language instruction to U.S. Embassy local staff. The main objective is to help U.S. Embassy local staff reach the level of English proficiency in reading and writing needed for their job. The Contractor shall develop the instruction to include the development of speaking, listening, writing, and reading skills to permit comprehension of relevant media or face-to-face conversation. All instruction shall also include job relevant language terminology. Group instruction should range from one (1) to seventeen (17) students per hour.
Instruction shall be based on proficiency, communication, and academic principles as used in these foreign language learning institutions:
-Department of State, Foreign Service Institute;
-Department of Defense, Defense Language Institute; or,
Employees’ position descriptions will determine proficiency level required for each student. The Contractor will determine each student’s proficiency before starting the program and develop an individualized learning plan to help them reach the required proficiency level. All students shall be measured on their language proficiency levels in accordance with the Foreign Service Institute.
