03/02/2022 - Amendment #1 - Due to delays in publishing the answers to questions asked, the deadline for submission of Phase One responses is hereby extended to 2:00 pm eastern, March 10, 2022.  Answers to questions asked are not yet available, and we will re-examine the due date for Phase One responses again once the answers are ready for publication.

(ORIGINAL ANNOUNCEMENT)

The Purpose of this RFP is to solicit proposals for a Contractor to provide benefits enrollment and premium administration services for the BENEFEDS program, as described in the Performance Work Statement (PWS) attached.

This solicitation is associated to the PreSolicitation notice under the same reference number.

The Government anticipates awarding a single competitive procurement action, open market, unrestricted as to business size. Contract type will be an Indefinite Delivery / Indefinite Quantity (IDIQ) Contract. OPM will be the only agency authorized to issue orders against this contract.

Anticipated date of award is on or about June 30, 2022.  The contract will have a maximum of 54 months of performance periods available. Anticipated Periods of Performance and Dates are as noted in attached solicitation.

All communications are to be in writing. Phone calls will not be accepted. All communications shall be directed to the attention of: Shireen Belanger, Contract Specialist Shireen.Belanger@opm.gov

Interested parties (offerors and/or their subcontractors) shall not contact anyone at OPM, other than the Contract Specialist noted above for any purpose related this solicitation. Any contact related to this solicitation between any interested party and any OPM personnel other than the Procuring Contracting Officer (PCO) or Contract Specialist (CS) is prohibited and could be considered grounds for removal from participation in this procurement action.

In determining the most highly rated proposal, the Government will employ a Two-Phase Proposal and Evaluation Process which utilizes both Pass/Fail and Confidence Ratings.  See the attached solicitation for deadlines regarding submission of questions, past performance questionnaires, and each phase of this TWO PHASE SOLICITATION.  The due date noted in this announcement reflects only the deadline for the PHASE ONE submissions.

NOTE:  OPM does expect an updated set of agency specific IT clauses to be released before the solicitation closing date and will AMEND the solicitation to include the updated clauses as soon as they become available.
