Description

The 169th Fighter Wing intends to issue an Invitation for Bid to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to construction of a new Munitions Administrative and Aerospace Ground Equipment Facility to support the activities of a Munitions Maintenance Facility. The new construction will include the Conference/Training room, offices, restrooms, breakroom, Trailer Maintenance Bay, mechanical, communications, and electrical rooms. Scope includes mechanical, electrical, communications and plumbing systems as required. Exterior work will include utilities and site improvements, communications, and relocation of site utilities (if required). In addition, the design will include compliance with AT/FP standards. All work to be completed IAW attached Statement of Work, Drawings, and Specifications. Additionally, this requirement includes additive options for a sidewalk to road crossing, LVT in corridors and conference room, dumpster screenwall, and circulation fans in maintenance bay, as well as deductive options for manual overhead door and aluminum conductors (except to mechanical equipment). The work is located at McEntire Joint National Guard Base near Eastover in Richland County, South Carolina.See attached draft SF1442 for line item schedule.The contract duration will be a total of 365 calendar days after notice to proceed. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of 45M USD. The magnitude of the project is between 1M USD and 5M USD.Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states ?By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor?s 85 percent subcontract amount that cannot be exceeded?.The tentative date for issuing the solicitation is on-or-about 16 July 2024. A site visit will be conducted during the solicitation period. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All questions for the pre-bid conference must be submitted by 23 July 2024 via email to jonathan.bailey.28@us.af.mil and devin.kimsey.1@us.af.mil. The bid opening date is scheduled for on-or about 9 August 2024. Actual dates and times will be identified in the solicitation.
