B2 Mission Planning

This is the official solicitation synopsis for B-2 Mission Planning Services at Whiteman Air Force Base, MO. The contractor shall provide operational mission planning, combat intelligence systems, and on-site support for the B-2 Bomber Weapon System, enabling 509th Bomb Wing (BW), 131st BW, 72nd Test and Evaluation Squadron (TES) and 325th Weapon Squadron (WPS) ongoing operations at Whiteman AFB, MO. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force (AF) standards and policies, and instructions.

The 509th Contracting Squadron intends to issue a formal solicitation on or about 17 March 2022 via SAM.gov (https://www.sam.gov/). The solicitation will result in a hybrid firm-fixed price and cost (no fee) contract with a 60-day transition period, a one (1) year base period, and four (4) one (1) year option periods.  This requirement is being solicited as a full and open opportunity. The North American Industry Classification System (NAICS) code 541990, All Other Professional, Scientific, and Technical Services, will apply to this acquisition. The size standard for this NAICS code is $16.5M. The contract award will be made based on competitive Performance Price Trade-Off (PPT) evaluation.  All instructions for submitting proposals will be provided in the solicitation.

The entire solicitation will be made available only on SAM.gov. Paper copies will not be available. Potential offerors are responsible for monitoring this site for the release of this document and subsequent amendments. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). If necessary, register via the SAM website www.sam.gov. Registration may take up to three weeks to process. All responsible sources may submit a proposal that shall be considered by this Agency.
