Operation of the St. Louis Job Corps Center in St. Louis, Missouri

The Request for Proposal (RFP) for the continued operation of the St. Louis Job Corps Center (JCC), at 4333 Goodfellow Boulevard, St. Louis, Missouri 63120, and (Satellite) at 3860 Lindell Avenue, St. Louis, Missouri 63120, will be available approximately Wednesday, February 2, 2011, on the World Wide Web at https://www.fbo.gov. The resultant contract will cover the period October 1, 2011 through September 30, 2013 plus three Government unilateral option years. The St. Louis JCC has a capacity of 604 students (280 residential males, 168 residential females, 29 non-residential males, and 127 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. This contract will also include direct Outreach/Admissions services with an annual arrival goal of a minimum of 687 students, and Post-Center Career Transition Services with 638 youth returning to the State of Missouri. A Pre-Proposal conference, followed immediately by a walk-through inspection of the St. Louis JCC facility, will be convened promptly at 10:00 a.m. local time on Wednesday, February 9, 2011 at the St. Louis JCC facility (address shown above). Offerors are advised to wear comfortable attire and footwear and allow approximately 2 hours for the site visit. Upon entering the facility, offerors must stop at the front desk where they will be given instructions for the conference. Potential offerors are encouraged to submit questions in writing to the Contracting Officer prior to the Pre-Proposal Conference to facilitate responses at the conference.
