Description

Draft Request for Proposal (RFP) and Industry Day Announcement for the Black Hawk UH-60V Electrical A-Kits. The Army Contracting Command Redstone Arsenal has a requirement to provide UH-60V Electrical A-Kits in support of Full Rate Production (FRP) of the Recapitalization of the UH-60 Black Hawk Utility Helicopter Fleet converting the existing UH-60L Black Hawk helicopters into the UH-60V Black Hawk.��The UH-60V Black Hawk is the Army solution to obtain an all-digital Utility Helicopter fleet. This acquisition will be a best value trade off source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by Defense Federal Acquisition Regulation Supplement (DFARS), the Army Federal Acquisition Regulation Supplement (AFARS), DoD Source Selection Procedures and Army Source Selection Supplement AA.��The resulting contract is anticipated to be a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the UH-60V Electrical A-Kit. A maximum quantity of 240 Kits will be procured within the five year ordering period. A minimum quantity of ten (10) Kits will be ordered at the time of the base IDIQ award.��The UH60V Electrical A-Kits will be delivered to Corpus Christi Army Depot (CCAD) or Redstone Arsenal, AL as dictated by delivery order.��Program Executive Office Aviation, Utility Helicopter Project Office is conducting an Industry Day for the UH-60V Electrical A-Kit to be held virtually on MS TEAMS on Monday, August 29, 2022 at 9:00 AM CDT. Interested participants shall submit its attendees list on the provided UH-60V Electrical A-Kit Industry Day Attendees List and Questions Attachment no later than August 19, 2022 by 12:00 pm CDT to the Contracting Office POCs: Mr. Christopher Clemons at christopher.r.clemons2.civ@army.mil and Ms. Jennifer Chrissis at Jennifer.l.chrissis.civ@army.mil. Access to technical data is restricted, see below instructions. The Government will provide the access details for the Industry Day separately. Only individuals identified on the Attendees List are authorized to attend the Industry Day. Small Business Set-Aside Determination: It is anticipated that the UH-60V Electrical A-Kit will be a 100% Small Business Set-Aside. The Government reserves the right to decide whether or not a Small Business Set Aside, full or partial, is appropriate for this acquisition. The applicable NAICS code is 336413 and the size standard is 1250 employees. Interested contractors are requested to review the draft Request for Proposal and respond to the Contracting Office with any questions for the Government, comments or considerations for the draft RFP, recommendations to incorporate best industry practices or acquisition streamlining that might enhance this program. In addition, interested contractors are encouraged to provide feedback on the following areas of interest:1. Impacts of inflation or other pricing concerns. 2. Cost and Software Data Reporting Compliance.3. Any other significant issues which may impact performance. All questions shall be submitted in writing using attached format only to be addressed at the Industry Day. Please submit these items to the listed Contracting Office POCs no later than August 19, 2022, 12:00 CDT. All questions and responses and industry participants will be posted after Industry Day. No questions will be accepted after September 6, 2022, 12:00 CDT. For access to the technical data: Technical data can only be distributed to contractors who have a current DD Form 2345, Militarily Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS). Technical data that are export-controlled must be marked with an export control warning notice. This statement identifies technical data which the DoD will withhold from public release using authority in 10 U.S.C. 130. The Government?s right to use, modify, reproduce, release, perform, display, or disclose such technical data are restricted for the Contractor/their subsidiaries/or sub- contractors? at every level. Any reproduction of technical data or portions thereof marked with these legends must also reproduce these legends on such technical data. Contractors wanting to obtain access to the unclassified technical data drawings MUST have Joint Certification Program (JCP) certification.
