Description
The work consists of removing snow, in accordance with the Maintenance Requirements for Snow Removal, below, from the following State Snow Park: Blue Mountain Summit. See description and location below for the project area.
This IDIQ will consist of one base year and two optional years for the project area.
This work is funded in cooperation with the Oregon Department of Transportation (ODOT) with the U. S. Forest Service. These snow parks are designated winter recreation parking locations by the State, who provides a limited amount of snow removal funding through the Winter Snow Parking Permit program through ODOT. If ODOT fails to receive funding, appropriations, limitations or other expenditure authority which prohibits ODOT from reimbursing the Forest Service, then this contract may be terminated after minimum guarantees have been met.
Work shall be completed during the Winter Snow Park seasons of November 1st through April 30th each year (2023-2024, 2024-2025, and 2025-2026). Contractor shall regularly check snow depths on the roads and parking areas, and shall plow entire area when average snow depth at the parking area reaches or exceeds a trigger depth of 6” of snow accumulation. The Contractor shall contact COR for authorization prior to conducting maintenance on access roads when 6” snow depth trigger is not reached in parking areas (occurs infrequently; typically due to drifting caused by heavy wind). Snow removal shall typically avoid high traffic periods between 10 a.m. and 3 p.m.
The Blue Mountain Summit snow park is located approximately 24 miles East of Prairie City, Oregon and 12 miles West of Unity, Oregon. The Salt Creek Summit Snow Park project consists of plowing snow from approximately 0.1 miles of 2600343 (single lane gravel, a 2.4 acre snow park. One complete removal consists of plowing snow through one full width (14’ minimum) and length of the project area. Though not an indicator of future plow needs, this Snow Park was plowed an average of 15 times per season in recent years. The lowest number of plows was 9 and the highest was 23.
