Description
Small Business Administration's Non-Manufacturer Rule applies. Typically, a contractor supplying goods to the government is required to perform at least 50% of the cost of manufacturing those goods. The non-manufacturer rule allows a small business to supply products it did not manufacture as long as those products come from another small business.
THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. The Government is not required to issue a solicitation.
Responses to this announcement are requested from Small Businesses. Small Business response(s) will assist the Government in determining how small businesses can fit into the acquisition strategy. If sufficient interest and capability is not received from small business firms, a solicitation may be issued as unrestricted without further consideration.
Interested small business firms who feel that they can provide an acceptable small-business-manufactured LDIR system are invited to submit an affirmative response to this announcement. An affirmative response must include the small business manufacturer information, the model of the LDIR system, and documentation that readily shows that the LDIR system meets or exceeds the attached Salient Characteristics. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. Small business firms shall also submit:
ENTITY NAME; ADDRESS; PHONE NUMBER; WEBSITE; UNIQUE ENTITY ID (UEI) NUMBER (Register for UEI at www.sam.gov); SIZE AND SOCIOECONOMIC STATUS (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.); and POC¿s NAME, PHONE, and EMAIL.
All responses must be submitted NLT 03/07/2024 at 5:00pm ET via e-mail to Don Downey, ddowney@usgs.gov.
This is NOT a Request for Quote (RFQ), Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Interested sources must respond to future announcements separately from responses to this market survey.
