Construct Fire Suppression Water Storage Facility at JFTB Los Alamitos

The United States Property and Fiscal Office (USPFO) for California intends to award a single, firm-fixed-price contract for construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to perform and construct a fire suppression water storage facility at Joint Forces Training Base (JFTB) Los Alamitos, Orange County, California. The completed facility shall be of permanent construction with prepared existing ground surface for reinforced concrete foundations for the water storage facility and pump house. The completed facility shall include two (2) new water storage tanks (each with a nominal usable capacity of 135,000 gallons), fire pumps, fire supply piping, and pump house. The completed facility will include all mechanical, electrical, telecommunications, programming of system controls, security equipment, prewired workstations, and other components necessary to construct a complete and useable facility. The storage tanks will be constructed out of welded or bolted steel. The pump house shall be a pre-engineered metal building with metal siding. The pump house shall support three (3) centrifugal fire mumps each rated for 2,000 gallons per minute at 180 pounds per square inch. Additionally, the pump house will support a pressure maintenance pump, pump controllers, pipework, and ancillary components.

1. The applicable Wage Determination (WD) has been updated.  As a result of this amendment, WD CA20220024 (Revision 10) is hereby removed from Section 00800 and replaced with WD CA20220024 (Revision 11).
2. The date for the pre-bid conference and site walk has been changed:

Amendment 02, 28 August 2023

1. The geotechnical report referenced in note 2 of the tank profile sheet (2 of 2) at Sheet CO203 was incorporated by reference.  As a result of this amendment, Section 00010, Table of Contents, is hereby revised to incorporate (by reference) the geotechnical report as attachment 3.

Amendment 03, 7 September 2023

1. This solicitation has been amended to revise mandatory submission method for bids to also allow emailed bids.  Section 00010, Notes, and Section 00100, Instructions, Conditions, and Notices to Bidders are hereby removed and replaced with Section 0010, Notes (Revision 01) and Section 00100, Instructions, Conditions, and Notices to Bidders (Revision 01), respectively.
2. Questions and Answers (Round 2) is hereby incorporated by reference at Section 00010, Table of Contents, as attachment 4.
