Description
PRESOLICITATION NOTICE: FULL AND OPEN COMPETITION (UNRESTRICTED)
The U.S. Army Corps of Engineers (USACE), Omaha District (NWO), intends to pursue award of a contract to refurbish the eighteen (18) foot diameter spiral case inlet butterfly valves (BFVs) and associated systems for the two (2) generator units for Powerhouse 2 at Fort Peck Dam located near Glasgow, MT. This includes associated equipment such as valve operators (hydraulic cylinder), bypass piping and valves, spiral case and tunnel drain valves, valve access hatches and maintenance platforms, hydraulic power units (HPUs) and BFV controls. Non-destructive examination (NDE) of the penstock tunnels will also be required to assess tunnel wall corrosion.
The BFVs will be refurbished in-place to improve internal bypass leakage on units 4 and 5 valve discs and address component end of life and system reliability. Refurbish existing bronze disc seals with new stainless steel mounting/adjusting hardware and o-rings, address coating deterioration and corrosion by sand blasting and recoating, perform non-destructive examination (NDE) of discs after blast and prior to re-coating, and replace BFV shaft and thrust bearings. Refurbished penstock BFV systems should be functional with limited maintenance required for a 50-year life. This contract may also include optional bid items to conduct paint repairs on the exterior of the penstocks and weld repairs on the valve discs.
The contractor will be required to provide and implement proper PPE as necessary throughout the duration of the project. Contractor will be required to provide all equipment and certifications / licensure necessary to complete this project.
Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement.
