THIS IS A PRE-SOLICITATION NOTICE/SYNOPSIS:
The United States Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to solicit for Technical and Engineering Services (TES) support on behalf of its customer, Combat Capabilities Development Command - Ground Vehicle Systems Center (DEVCOM-GVSC). This is intended to be a full and open competitive solicitation utilizing FAR Part 15.101-1, Tradeoff Process. The proposed action will result in a single, five-year Cost-Plus-Fixed-Fee (CPFF) indefinite delivery, indefinite quantity (IDIQ) contract, with two additional optional ordering periods, supporting GVSC from FY 2023 through FY 2030.
This effort will support a variety of programs and will provide the required electrical, mechanical, software, and systems engineering support and services in areas such as:
i. Electrical and mechanical engineering support
ii. System Integration
iii. Technology Assessment
iv. Software Engineering Support
v. Software Testing Support
vi. Vehicle Model Development
vii. Crew Station Design, Development, Integration and Operation Support
viii. Network Integration support for enhancements to Command, Control, Communications, Computers, Cyber Intelligence, Surveillance, and Reconnaissance (C5ISR) systems
ix. Program Management Support
x. Systems Integration Lab (SIL) Support
xi. Integration of Global Information Grid (GIG) and Net Ready Key Performance Parameters (NR-KPP) into MRAP C5 Systems
xii. Training and maintenance of pre-fielding and fielding systems, including development of training material and technical manuals and conducting training for Soldier on the new upgraded systems
xiii. Support of critical Soldier machine interface technologies, hardware and software integration and prototype functions and configuration, and control of technology insertion programs for key systems

This notice of intent is not a request for competitive proposals.
All eligible responsible sources may submit an offer for consideration upon official posting of the solicitation on the System for Award Management (SAM.gov) website. Contractors are advised not to contact the ACC-DTA contracting team until the solicitation becomes available. The posting of the TES solicitation package, including all associated attachments, is scheduled for posting approximately 15 calendar days after issuance of this notice. Interested parties are advised to monitor SAM.gov frequently for any changes to this announcement and/or the subsequent solicitation release date.
CAUTION: This solicitation will be issued electronically, as will any amendments thereto. Because of this, the Government is under no obligation, and is in fact unable, to maintain a bidders' mailing list. It is, therefore, incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments that may be issued. Failure to obtain any solicitation amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render a proposal nonresponsive and result in the rejection of same.
