COMBINED SYNOPSIS / SOLICITATION

GRN-29 Instrument Landing Systems Modernization (ILSM) Installation Kits for Osan AB

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Due to data right restrictions, this award is anticipated to be restricted contingent upon approval of the Justification and Approval by advocate for competition IAW FAR 13.501(a)(2)(ii). It is restricted IAW AFFARS 5313.501 – 10 U.S.C. 2302b, Implementation of Simplified Acquisitions Procedures (41 U.S.C. 1901). The Sole Source manufacture is Selex ES Inc. (CAGE 64415). All responsible sources may submit a capability statement and proposal which will be reviewed and considered by the agency prior to award.

The resulting award will be a Firm-Fixed-Price award in response to solicitation number FA8102-22-Q-0001 that is issued as a request for order proposal (RFOP). The anticipated award date is Dec 2022. The value is to be determined (TBD).

This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-07, dated 11 Aug 21, Defense Federal Acquisition Regulation Supplement (DFARS), dated 29 Oct 21, Air Force Federal Acquisition Regulation Supplement (AFAC), dated 26 Jul 21.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 1,250 employees. The Product Service Cost/Federal Supply Code is 5825.

Below is a list of the required kits and quantities:

Two (2) ILS Localizer Dual Equipment Dual Frequency AFMC Replacement Antenna S280 Kits

Two (2) Glideslope Dual Equipment Capture Effect 50' Frangible Antenna 22 Tower S280 Shelter Kits

DESCRIPTION: The United States Air Force has a requirement to procure and deliver four (4) Instrument Landing System Installation Kits for the GRN-29 ILS system two (2) ILS Localizer Dual Equipment Dual Frequency AFMC Replacement Antenna S280 Kits, two (2) Glideslope Dual Equipment Capture Effect 50' Frangible Antenna 22 Tower S280 Shelter Kits, two (2) Glideslope Near Field Monitor Kits and one (1) Model 2238 Remote Status Unit. All work shall be completed in accordance with the Statement of Work (SOW) dated 8Dec21. 

The four ILSM Installation Kits are FOB Destination and shall be delivered on or before 1 May 22 to the following location:

The provision at 52.212-1, Instructions to Offerors-Commercial, and/or any addenda to the clause applies to this acquisition.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
