Description
This is not a Request for Proposal (RFP), Request for Quote (RFQ), solicitation, or an indication that the government will contract for any requirements at any time in the future. No decision to pursue an acquisition or identification of a contracting organization to be responsible for an acquisition has been made. The government is not responsible for any costs incurred for information received in response to this notice and is in no way obligated by the information received to take any action.
The 338 Enterprise Source Squadron at 2021 First St. West, Joint Base San Antonio – Randolph, TX 78150-4302 intends to extend the current Foreign Military Sales firm fixed price contract GS10F0301R, Task Order FA300219FA045, Royal Saudi Air Force English Language Training at the Technical Studies Institute facility at King Abdul Aziz AB, Dhahran, Saudi Arabia, ordering period by one (1) year on a sole-source basis to the incumbent contractor, BlueForce, Inc, Hampton, Virginia 23666-5846. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1). Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The contractor will be required to provide English Language Training services under a Foreign Military Sales case which supports the Royal Saudi Air Forces (RSAFs) program to provide the training pipelines with students meeting the required English Comprehension Level qualification using the Defense Language Institute English Language Center (DLIELC) courseware, methodology, and processes. The schedule of performance of the extension will be 4 January 2024 to 3 January 2025. As the current service provider, BlueForce is uniquely positioned to provide continued performance of ELT. In addition, BlueForce is the only company that has fully qualified instructors and currently mobilized in Dhahran, Saudi Arabia. As the incumbent contractor, BlueForce is the only contractor with a complete understanding of the RSAF ELT requirements, DLIELC courseware, and capability to maintain the level of training services required. There are only 18 months remaining on the current UGT contract. The normal acquisition schedule for full-and-open competition is 30 months (plus mobilization/transition time). It would be impractical for an acquisition of this scope to be compressed 60 percent.
The NAICS code for this acquisition is 611430 with SBA size standard $12,000,000.00. All responsible sources (domestic prime contractors) may submit a capability package, which shall be considered by the agency. Any prime contractor who believes itself capable to provide the OCONUS training services to begin 4 January 2024, must submit a capability package in writing. The capability package must clearly demonstrate that the prime contractor can provide for all necessary requirements.

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
