Description

The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS) located at Picatinny Arsenal, New Jersey intends to issue a non-competitive, sole source Request for Proposal (RFP) (W15QKN-23-R-0021) to General Dynamics - Ordnance & Tactical Systems (GD-OTS)-St. Petersburg (St. Petersburg, FL) for the production of the 155mm XM1113 High Explosive (HE) Rocket Assisted Projectile (RAP)

The contract will be a follow-on action to a current Prototype Other Transaction Agreement (OTA) under DoD Ordnance Technology Consortium (DOTC).  This production contract will support the transition from Engineering & Manufacturing Development (EMD) to Low-Rate Initial Production (LRIP). The XM1113 is a 155mm Rocket Assisted, HE, projectile that consists of Rocket metal parts, Warhead metal parts, Rocket Grain (Cast Cure), Explosive fill (melt pour), supplementary charge (pressed), rotating band, obturator, meltable fuze plug, delay assembly, and pallet.

The RFP will be issued under the authority Title 10 U.S.C. §4022(f) Authority for the XM1113 to award the Federal Acquisition Regulation (FAR) Production contract for Urgent Materiel Release (UMR) and Low-Rate Initial Production (LRIP). The 10 U.S.C. §4022(f) Authority allows the United States Government (USG) to transition to a follow-on contract or agreement after the successful completion of a prototype project without the need for further competition. The anticipated contract will be a hybrid contract with Firm Fixed Priced (FFP) and Fixed-Price Incentive Firm Target (FPIF) base contract award with one (1) option year.

Please note, this notice does not constitute an RFP nor should it be construed as a commitment of any kind by the USG. Any information provided to the USG in response to this notice will not be returned. The USG will not reimburse contractors for any cost associated with responding to this announcement. It is expected that the solicitation will be posted in Fiscal Year 2023, Quarter 3 (FY23Q3). The anticipated award is scheduled for FY24Q1.
