Combined Synopsis/Solicitation

W912LQ-22-Q-0022

  1. General Information

This solicitation is being issue as a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included is this notice. The announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. Solicitation W912LQ-22-Q-0022 is being issued as a Request for Quote (RFQ). This solicitation documents and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2022-07, effective 10 August 2022.

This procurement is being issued as Small Business set-aside under NAICS 541850, with a small business size standard $16,500,000.

  1. Evaluation Criteria:

Award will be made to the vendor who is able to meet all requirement and offers the lowest overall price to the government. Multiple awards will not be made. The PWS included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award.

  1. Communication with the Government:

  1. Questions: please submit written questions via email ONLY to the contracting specialist at wesley.spencer4.civ@army.mil. Questions will be received up to 1:00 P.M. Eastern Stand Time on September 6, 2022. Questions received telephonically and /or after the designated closing time will NOT be considered or answered.

  1. Quote Submission: Quotes shall be received no later than 1:00 P.M. Eastern September 8, 2022. All quotes shall be submitted via email only to wesley.spencer4.civ@army.mil. Any quote submission received after designated closing time and date will NOT be considered.

Submission Requestions: What do vendors need to submit in order for the government to evaluate technical?  Prospective vendors must submit the following information with their quote package. Failure to submit one or more of the required documents may render the submission unresponsive.

Technical – Provide no more than 5 type pages regarding product and installation information which addresses minimum specifications identified in the solicitation document 

Past Performance – Submit at least (3) references for the same or similar work completed in the past eighteen (18) months with the government or commercial entities. The following information shall be with each reference.

-     Customer Name (If a government customer, provide the government contract number)

  • Customer point of contact including telephone and email address
  • Date work was performed

Please complete the following provision below

-           Provision 52.204-17 to be completed and returned

The government will incur no costs associated with the preparation of this proposal.

4. ACCOUNTING AND APPROPRIATION DATA: The Administration Office and Accounting & Appropriation Data will specified at time of award.

Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS Clause 252.232-7006, Wide Area Workflow Payment Instructions.

ADDENDUM TO 52.212-1

THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. PROVISIONS FROM THIS SECTION WILL BE PHYSICALLY REMOVED FROM ANY RESULTANT AWARD

1.1.1 Addendum, to FAR 52.212-1(b), Submission of offers. Offeror shall submit an electronic copy of their date quote via e-mail to wesley.spencer4.civ@army.mil with the solicitation number in the subject block, 12 September 2022 at 1:00 PM EST. Facsimile offers will not be accepted. In addition to the items required by 52.212-1(b), the offer shall completed and provided the following with their submission.

1.1.2 Completed Excel Price Schedule

1.1.3 Addendum to FAR 52.212-1(f), Late submission modification, revisions, and withdrawal of offers. This paragraph is tailer to read as follows: Vendors are responsible for submitting electronic quotes by the solicitation due date and time. Quotes received after the solicitation due date and time may be considered late and handled in accordance with 52.212-1(f).

1.1.4. Representations and Certification. Complete FAR Provision 52.212-3 or certify the information in the System of Award Management (SAM) is up to date and accurate as of the date of the quote.

                Technical Compliance

Evaluation of this factor will assess the offer’s understanding of the requirement and risk of unsuccessful performance of the proposed approached.

Price:

Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a)(2) to determine if prices are reasonable, complete, and balanced.
