Title:  Array Spectroradiometer

BACKGROUND

***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a array spectroradiometer. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Gigahertz-Optik, Inc.(110 Haverhill Rd. Amesbury, MA) under the authority of FAR 13.106-1(b) only one reasonably found source. The North American Industry Classification System (NAICS) code for this acquisition is 334516. 

NIST has a need for a array spectroradiometer that meets or exceeds the following draft minimum specifications:

The Contractor shall provide one (1) array spectroradiometer that meet the following minimum specifications:

This[T(1]  purchase of a spectroradiometer is to meet the Sensor Science Division’s need for delivery of one standard spectroradiometer.  The unit will be used in a military laboratory at 20 deg. C, 20 – 80 %RH to perform critical calibration of spectroradiometric measures with long-term stability of < 1 % over its entire spectral range. The instrument should be stable enough to meet these and the below requirements such that it can be used as a transfer standard for NIST calibrations.

  1. One spectroradiometer with a minimum spectral range from 280 nm to 1100 nm and a bandpass no larger than 1 nm.
  2. Dual detectors: a thermoelectric cooled back-thinned CCD array detector with at least 2048 pixels and a silicon photodiode detector with a photometric filter.
  3. 16-bit analog to digital converter for the CCD array detector.
  4. Stray light: 0.02 % or lower, plus software stray light correction.
  5. Input optic: on-housing irradiance probe (without using an optical fiber) with a cosine angular response quality index f2 no greater than 3 %.
  6. Compact, weather-proof, temperature stabilized housing with dimension no larger than 110 mm x 110 mm x 55 mm (Length x Width x Height).
  7. Built-in optical filter wheel with at least 4 positions
  8. Electronic shutter with the minimum integration time range from 2 microseconds to 60 seconds
  9. Pre-aged components for stability over time.
  10. Hardware trigger input port
  11. Communication interfaces: USB, Ethernet, RS232, and RS485
  12. Software requirements: LabVIEW support, bandpass correction support, raw data support.

NIST conducted market research from March through November of 2024 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements.  The results of that market research revealed that only Gigahertz-Optiks appears to be capable of meeting NIST’s requirements
