Description
PLEASE NOTE THAT THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS, NO SOLICITATION EXISTS AT THIS TIME.
The United States Department of Agriculture (USDA)/ Agricultural Marketing Service (AMS)/ Farm and Food Worker Relief Program in Washington, DC intends to award a sole source, two-year Agreement to Sehlke/Aeyon Consulting/ SAM ID: E1BDKBCFD2A7 CAGE: 6LRG6 on GWAC Blanket Purchase Agreement 12314419A0049 to provide them with fraud detection, mitigation, and forensic accounting support.
The following circumstance justifies limiting the source under FAR 8.405-6:
(FAR) 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.
FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required.
- Sehlke currently provides similar specialized service to support USDA AMS FFWR, 12314419A0049 / 12639522F0761 data analytics and fraud prevention support efforts, and therefore the government does not anticipate that another qualified contractor will be able to provide the government a reasonable offer in time. Award to any source other than Sehlke would result in unacceptable delays in fulfilling the Agency’s requirements. (See 10 U.S.C. 2304(d)(1)(B)).
8.405-6(a)(1)(i)(A) urgency - the supplies and services required are so mission critical that the routine processing time would be unacceptable and result in serious injury or harm to the Government if award is delayed. Include any special circumstances or conditions surrounding the urgency.
- Per Email Received 5/17/23 from MRPBS Acquisition Branch Chief Nathan Johnson stating “ARP funding may expire before week end which would cause serious injury to Government objectives. MRPBS Acquisition Personnel were authorized by APHIS Associate Administrator to work to accomplish ARP mission.
This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as three (3) references from other customers who are using these products or services, to the Contracting Officer by 4:00pm. Central Time (MT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient specifications and detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 541611 Administrative Management and General Management Consulting Services, and the Small business size standard is $16.5 Mil.
