THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 13.106-1(b)(1), Soliciting from a Single Source.

The referenced number is N6426722Q0251. Naval Surface Warfare Center (NAVSEA), Corona Division, 1999 Fourth St. Norco, CA 92860, intents to award a sole source purchase order for the software automation development of an existing Foreign Military Sales (FMS) Harpoon Joint Common Test Set (JCTS) Instrument Calibration Procedure (ICP).

NAVSEA, Corona Division, intents to make an award to Keysight Technologies, Inc, 1900 Garden of the Gods Rd, Colorado Springs, CO 80907. Keysight Technologies, Inc. is the only vendor identified after exhaustive market research with the qualifications, resources, and capabilities to perform this tasking that would accept the tasking.

In accordance with (IAW) FAR Part 5.207(c) (16) (ii), the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This notice of intent to award is not a request for competitive quotation; however, responsible sources may submit a capability statement, or a quotation that may be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred by responding to this notice. This hereby constitutes a synopsis of the action proposed in this announcement
