The solicitation number is N0012422Q0140 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 532284 with a small business size standard of $7.50M. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes.

LI 001: GRADUATION TENT – DEWEY FIELD Please see Performance Work Statement for a breakdown of this CLIN that includes item description and quantity. The tent for Dewey Field shall be delivered and set up no later than Tuesday, June 7, 2022. The chairs shall be delivered and set up no later than Wednesday, June 8, 2022 following tent set up. The tent and chairs shall not be removed until after 2:00 p.m., Friday, June 10, 2022. Period of Performance: 7 June to 10 June 2022., 1, EA;
LI 002: SOUND PACKAGE – GRADUATION TENT Please see Performance Work Statement for a breakdown of this CLIN that includes item description and quantity. PA systems shall be delivered and set up Thursday, June 9, 2022. Period of Performance: 7 June to 10 June 2022., 1, EA;
LI 003: RECEPTION TENT – QTRS. AA Please see Performance Work Statement for a breakdown of this CLIN that includes item description and quantity. The tent for Quarters’ AA shall be delivered and set up no later than Wednesday, June 8, 2022. The tent and set up shall not be removed until after 3:00 p.m., Friday, June 10, 2022. For this solicitation, Naval War College intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison Marketplace. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Naval War College is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at https://marketplace.unisonglobal.com. There is no cost to register, review procurement data or make a quote on https://marketplace.unisonglobal.com. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
