Description
The U.S. Coast Guard, Surfaccce Forces Logistics Center, Engineering Services Division (ESD), In Service Vessel Sustainment (ISVS) team has a requirement to procure a shipset of switchboard retrofit kits including one (1) 270 WMEC Ships Service Switchboard Retrofit Kit, Affinity Power Systems P/N SWBD-SS-WMEC270; one (1) 270 WMEC Emergency Service Switchboard Retrofit Kit, Affinity Power Systems P/N SWBD-E-WMEC270; one (1) Onboard Repair Parts Kit, Affinity Power Systems P/N OBRP-270; and Technical Representative services to provide commissioning support and operational and maintenance training to replace the existing generator sets and replace the switchboard controls on the CGC SPENCER as part of their 270 WMEC Service Life Extension Program (SLEP). The Government intends to solicit and award one fixed price contract to Affinity Power Systems, the Original Equipment Manufacturer. The Government does not possess the technical and engineering data required to enable award of this follow-on contract on a competitive basis. All technical and engineering data is proprietary to the OEM. However, concerns that have the capability to provide the required part numbers may submit their capabilities which the Agency will consider. Information submitted must clearly identify (1) the offeror’s ability to provide the part numbers required; and (2) previous contract information where these parts and services have been provided to the Government and/or commercial customers. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Information must be submitted within ten (10) calendar days from the date this notice is posted. Concerns that respond to this notice must fully demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede the award of this contract. The Government does NOT intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1.
