Description

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring HP Printers and cables in support of the operation for Disaster 4699 California.  This Request for Quotations (RFQ) is prepared in accordance with FAR Subpart 8.4 and solicits General Service Administration (GSA) Federal Supply Schedule (FSS) schedule. A fixed priced multiple award may be made to responsible offeror(s) submitting an overall quote that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors.

You are hereby invited to submit a quotation in response to this notice. Proposed pricing is to be offered against your current GSA Schedule contract. If you are interested in this acquisition, you may participate by submitting your response in accordance with the instructions that follow.

The solicitation number 70FBR923Q00000022 is being issued for a request for quotes (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 -- Computer and Computer Peripheral Equipment and Software Merchant Wholesalers.

The Government will award a firm fixed price order(s) resulting from this solicitation to responsible contractor(s) whose quote conforming to the solicitation will provide the best value to the Government, price and other factors considered. To receive award, the vendor must propose brand name HP Printer that meet requirements listed below and propose a delivery date of 5 days to 2929 Prospect Park, Rancho Cordova, CA 95670.

Line item 1 – Ninety (90) HP Officejet 250 Mobile All-in-One Multifunction printer – color

Line item 2 – Ninety (90) 6’ USB 2.0 Certified A to B Cable – M/M-6ft USB Printer Cable

All terms and conditions of your BPA contract shall apply to the resulting call order. In responding to this RFQ, it is the contractor’s responsibility to provide current, relevant, complete, and accurate information in their quotation.

Evaluation Factors for Award

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government’s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:

Factor 1. Technical

To provide brand name HP OfficeJet 250 Mobile All-in-One Printer

in accordance with the attached Datasheet for the Printer Specifications.

Factor 2. Delivery Schedule

The contractor shall provide earliest delivery schedule and date.

Factor 3. Price

The contractor shall complete a pricing chart which includes the necessary supplies and delivery fees as requested.

All non-price factors, when combined, are slightly more important than price.
